Noon Lecture: The Critical Role of Scientific Evidence In Promoting Health Governance in the Fight Against the Global Tobacco Epidemic

This lecture will describe the role that scientific evidence has in the establishment of governance and in its maintenance, and will also present findings from the International Tobacco Control Policy Evaluation Project, the first international research project to evaluate the effectiveness of FCTC policies, including examples of how ITC findings have contributed to the formation and implementation of strong, evidence-based tobacco control policies throughout the world. The lecture will also provide a summary of ITC findings about the impact of tobacco control policies such warning labels and smoke-free laws, including similarities and differences of policy impact between high-income and low- and middle-income countries.

Signature Lecture: Arctic Governance - In the Face of Rapidly Changing Conditions

In observance of Earth Hour, CIGI will be hosting a Signature Lecture with Dr. Tatiana Saksina, Arctic Governance Officer at the WWF, on the topic of Arctic Governance.
As climate change causes the ice of the Arctic Ocean to melt and new areas to open up, arctic unique environment faces unprecedented changes and serious threats from increased activities such as shipping, oil and gas and fishing. In light of these rapid changes, it has become apparent that improvements to the existing legal regime for the protection of the Arctic marine environment are urgently needed to respond to this crisis.
WWF’s goal is to promote the closure of the arctic governance gaps, protection and preservation of the Arctic Ocean and sustainable ecosystem-based management of its resources. WWF offers new innovative solutions to the problem of the inadequate legal regime of the Arctic Ocean – a new legal arrangement and a networked governance system are amongst them.

Signature Lecture: Global Governance and the Nuclear Revival: are we up to the challenge?

Renewed interest in nuclear energy has raised questions about the effectiveness of global cooperation to ensure nuclear safety and security and prevent the proliferation of nuclear weapons. Madame Fréchette will explain the conclusions of a recent CIGI study which assesses the likely shape of the so-called nuclear renaissance and offers recommendations on ways to make nuclear global governance more effective.

Noon Lecture: “Over 1 Billion NOT Served: The Global Economic Crisis and Food Sustainability”

The food price crisis of 2007-2008 resulted in widespread hunger and civil unrest across the developing world. The attention directed to the global ‘food crisis’ was quickly overshadowed by the global economic collapse in the latter part of 2008, which came on the heels of months of financial instability. Since the financial crisis erupted, food insecurity has only worsened in developing countries. In 2009, the FAO announced that the number of undernourished people on the planet had surpassed 1 billion, making the millennium development goal of halving world hunger to 450 million by 2015 that much more distant. As the reality of the long term nature of this current hunger crisis has set in, institutions of global governance have responded with plans to improve world food security. In this talk, Jennifer Clapp examines the linkages between the global economic crisis and rising hunger, and discusses the implications of various strategies for addressing the crisis for food system sustainability.

Signature Lecture: Obama's War: Prospects for the Conflict in Afghanistan and Pakistan

A former CIA officer, Bruce Riedel focuses on political transition, terrorism and conflict resolution. He was a senior advisor to three U.S. presidents on Middle East and South Asian issues. At the request of President Obama, he chaired an interagency review of policy toward Afghanistan and Pakistan for the White House that was completed in March 2009.
